Around 4,000 public health workers employed by the Municipal Corporation of Delhi (MCD) will receive a minimum monthly salary of ₹18,000, plus dearness allowance (DA), following a pay revision announced by the Delhi government.
The revised pay will be fixed at the minimum of Level 1 of the pay matrix, with variable DA payable in addition, according to an official statement. The move is expected to increase the MCD’s annual expenditure by ₹52 crore.
What changes for the workers?
The workers, earlier designated as domestic breeding checkers (DBCs) and later redesignated as Multi-Tasking Staff (Public Health), were initially recruited to help control dengue. They have continued to perform public health duties, including door-to-door visits, MCD Commissioner Sanjeev Khirwar said.
Under the revised arrangement, their minimum monthly salary will be ₹18,000, in addition to variable DA.
Mayor Pravesh Wahi said the increased wages had been transferred directly to their bank accounts.
The revision was announced under the principle of equal pay for equal work. However, the statement does not specify the workers’ earlier salary levels or the exact increase each employee will receive.
How much will they earn?
The ₹18,000 figure is the minimum monthly salary under Level 1 of the pay matrix, not necessarily the final amount credited to each worker. DA is payable separately, and the actual monthly amount will depend on the applicable DA rate and other relevant salary components or deductions.

The official statement does not specify the applicable DA rate or provide a detailed salary breakup. Therefore, the exact gross salary and take-home pay cannot be calculated from the available information.
What is the financial impact?
The pay revision is expected to cost the MCD ₹52 crore annually. The proposal had been announced in the previous budget and was subsequently taken up with Chief Minister Rekha Gupta for approval, Wahi said.
Gupta said the decision recognised the contribution of employees who had worked for decades in public health.
The announcement was made at an event at the MCD headquarters in New Delhi on October 23.
