The Eighth Central Pay Commission (8th CPC), constituted on November 3, 2025, has completed one year, with the exercise moving from setting up its framework to gathering inputs from central government employees, pensioners and other stakeholders.
Over the past year, the Commission has invited responses through an online questionnaire, opened a structured memorandum process and held consultations with employee associations and other stakeholders across several cities.
However, it has not yet announced recommendations on salary revisions, the fitment factor, minimum pay or pension changes.
The Commission, headed by former Supreme Court judge Justice Ranjana Prakash Desai, has been given 18 months from the date of its constitution to submit its recommendations.
This puts the deadline at around May 3, 2027.
Here is a look at the key developments since its constitution.
Commission constituted on November 3, 2025
The Finance Ministry’s Department of Expenditure formally notified the Eighth Central Pay Commission on November 3, 2025, following the Union Cabinet’s approval of its Terms of Reference (ToR) on October 28, 2025.
The three-member Commission comprises:
- Chairperson: Justice Ranjana Prakash Desai
- Part-time member: Professor Pulak Ghosh
- Member-Secretary: Pankaj Jain
The Commission is tasked with reviewing the pay, allowances and other benefits of central government employees, along with aspects of retirement benefits and pensions.
Its recommendations will cover central government employees, personnel belonging to the All India Services and Defence Forces, Union Territory employees and specified judicial and regulatory body personnel, among other categories.
Questionnaire exercise completed in March 2026
The Commission launched an 18-question questionnaire on the MyGov portal on February 5, 2026, to gather views from employees, pensioners, government departments, service associations, researchers and other stakeholders.
The exercise sought structured inputs on issues relevant to the Commission’s review. The last date for submitting responses was March 31, 2026, and the window is now closed.
Memorandum submission deadline extended to June 15
On March 5, 2026, the Commission invited employees, pensioners, associations, unions, organisations and other interested parties to submit memorandums and representations through a structured online format.
The initial deadline was April 30, 2026. The Commission subsequently extended it to June 15, 2026.
Submissions were to be made through the designated online portals. The Commission said physical memorandums, emails and PDF submissions would not be considered.
Consultations held across cities
The Commission has also begun meeting employee associations, unions and other stakeholders as part of its consultation exercise.
According to its official website, visits and interactions have been scheduled across several locations, including Ladakh, Lucknow, Bhubaneswar, Kolkata, Delhi, Jaipur, Chennai, Puducherry, Chandigarh, Bengaluru and Mumbai.
The latest listed visit was to Mumbai on October 22 and 23, 2026, following consultations in Bengaluru on October 7 and 8.
These interactions form part of the Commission’s process of gathering views before preparing its recommendations.
Commission invited applications for consultants
In April 2026, the Commission issued guidelines inviting applications for engagement of consultants. The guidelines were partially modified on August 11, 2026.
The move is part of the Commission’s administrative and research requirements as it undertakes the review of pay structures, allowances and retirement-related benefits.
What happens next?
The Commission has 18 months from its constitution to submit its recommendations, which puts the timeline at around May 3, 2027. The Terms of Reference also allow it to consider submitting interim reports on specific matters, if required, after finalising recommendations on those issues.
The final recommendations will need to be examined and accepted by the government before implementation. The government has not announced a final salary revision formula, fitment factor or revised minimum basic pay.
