8th Pay Commission: Retired employees’ body seeks clarity on pension revision


The Retired Employees Welfare Association has urged the Centre to clarify whether the 8th Central Pay Commission will recommend revision of pension and family pension for those who retired before January 1, 2026.

In a letter dated September 7, addressed to Prime Minister Narendra Modi, the association sought an amendment to the commission’s Terms of Reference (ToR) to explicitly include pensioners and family pensioners who retired before the cut-off date.

The association’s demand centres on the wording of point 2(e) of the 8th Pay Commission’s ToR. It states that the commission will “review the structure of Death-cum-Retirement Gratuity and Pension including NPS/UPS and outside NPS for the employees.”

According to the association, the provision does not explicitly mention the revision of pension and family pension for employees who have already retired.

What pensioners’ body is seeking

The association has asked the government to amend the ToR to state that the 8th Pay Commission will also make recommendations for revision of pension and family pension of all pensioners and family pensioners who retired before January 1, 2026.

It has also sought a government clarification or press release on the issue until any formal amendment to the ToR is made.

The association said the wording has led to uncertainty among pensioners and family pensioners over whether their pensions would be covered by the commission.

Reference to earlier Pay Commissions

In its representation, the association pointed to the ToR of the 7th Central Pay Commission, which specifically referred to “revision of pre-retirement pension” while setting out the commission’s mandate on pay and retirement benefits.

It also said that the ToRs of the 5th and 6th Pay Commissions explicitly referred to pensioners and family pensioners.

The association has separately said that it had approached the Finance Minister and Finance Secretary seeking clarification on the matter.

The 8th Central Pay Commission was constituted by the government in November 2025. Its recommendations will determine the proposed changes to pay, allowances and other benefits within the scope of its mandate. The association’s latest representation seeks clarity on whether pension revision for existing pensioners will form part of that exercise.
