8th Pay Commission: What is fitment factor and how it may affect salaries


As discussions on the 8th Pay Commission gather pace, central government employees and pensioners are closely watching one key element that will determine the amount of salary and pension revisions — the fitment factor.

The fitment factor is a multiplier used to calculate revised basic pay from the existing pay structure. The revised basic salary is calculated using the formula:

Revised Basic Pay = Current Basic Pay × Fitment Factor

While the fitment factor is not directly applied to House Rent Allowance (HRA), it raises the basic pay on which HRA and several other salary components are calculated, resulting in a higher overall pay package.

Under the 7th Pay Commission, a fitment factor of 2.57 increased the minimum basic salary from ₹7,000 to ₹18,000.

The 8th Pay Commission is currently consulting stakeholders as it evaluates demands from employee unions, which have sought a fitment factor ranging between 2x and 5x. The final recommendation, however, will depend on the government’s fiscal capacity to accommodate higher salaries, pensions and related financial liabilities.

How different fitment factors could affect basic pay

Even small changes in the fitment factor can lead to a substantial increase in basic salary.

Level 1: The current basic pay is ₹18,000. It would increase to ₹36,000 with a 2x fitment factor, ₹45,000 with a 2.5x fitment factor, and ₹54,000 with a 3x fitment factor.

Level 4: When the current basic pay is ₹25,500. It would rise to ₹51,000 at a 2x fitment factor, ₹63,750 at 2.5x, and ₹76,500 at 3x.

Level 6: Employees currently drawing a basic pay of ₹35,400 could see it increase to ₹70,800 with a 2x fitment factor, ₹88,500 with 2.5x, and ₹1,06,200 with 3x.

Level 7: The current basic pay of ₹44,900 would become ₹ 89,800 under a 2x fitment factor, ₹1,12,250 under 2.5x, and ₹ 1,34,700 under 3x.

Level 10: Employees with a current basic pay of ₹56,100 would receive ₹1,12,200 with a 2x fitment factor, ₹1,40,250 with 2.5x, and ₹1,68,300 with 3x.

Level 13: The current basic pay of ₹1,23,100 would increase to ₹2,46,200 with a 2x fitment factor, ₹3,07,750 with 2.5x, and ₹ 3,69,300 with a 3x fitment factor.

For instance, a Level 4 employee with a current basic pay of ₹ 25,500 would see the revised basic salary rise to ₹51,000 with a 2x fitment factor, ₹63,750 with a 2.5x factor, and ₹76,500 if the fitment factor is fixed at 3x.

Since HRA and several other allowances are linked to basic pay, a higher fitment factor would also increase the overall monthly salary. However, the actual revisions will become clear only after the 8th Pay Commission submits its recommendations and the government takes a final decision.
