New FASTag rules from Nov 1: Who qualifies for the ₹1,500 or ₹3,000 annual local toll pass

The government will introduce a concessional annual toll pass for eligible private vehicle owners living within 20 km of a National Highway toll plaza from November 1. The facility will allow eligible motorists to pay an annual fee instead of paying toll charges on each trip through the specified toll plaza, subject to the applicable conditions.

According to the National Highways Authority of India (NHAI), the provision has been introduced under the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026.

The annual pass will be available at two price points, ₹1,500 and ₹3,000 — depending on whether the toll plaza is located outside or within municipal or local town limits.

Here is what vehicle owners need to know about the new rules.

Who is eligible for the local toll pass?

Private vehicle owners residing within 20 km of a National Highway fee plaza can opt for the concessional local pass, provided they meet the specified eligibility conditions.

The vehicle must have a valid and functional FASTag registered for non-commercial use. The facility is meant for private vehicles and is not available for commercial vehicles.

However, living within the 20-km radius alone does not guarantee eligibility. The availability of a service road or an alternative road, as well as the type of highway toll collection system, will also determine whether the pass can be issued.

How much will the annual toll pass cost?

The annual fee will depend on the location of the toll plaza.

  • ₹1,500 per year: For toll plazas located outside municipal or local town limits.
  • ₹3,000 per year: For toll plazas located within municipal or local town limits.

The pass will apply only to the specific toll plaza for which it is issued. Motorists cannot use a local pass obtained for one toll plaza at another plaza.

When will the new toll pass rules take effect?

The revised rules will come into effect on November 1. Eligible vehicle owners can use the annual pass facility subject to the conditions specified under the amended rules.

When will the local toll pass not be available?

The concessional pass will not be available on National Highways or expressways that use a closed user fee collection system. It will also not be available where a service road or an alternative road is available for use.

Therefore, vehicle owners living within 20 km of a toll plaza should check the specific eligibility conditions before opting for the pass.
