The scheme will be launched at the Government Rajaji Hospital in Madurai, where Vijay is scheduled to present gold rings to 25 newborns.
He is also expected to visit the maternity ward and personally present rings to infants born on the day.
Who is eligible?
To qualify for the scheme, the mother of the newborn must be a permanent resident of Tamil Nadu, according to the details released by the government.
The newborn must be delivered at a government hospital in the state. Eligible beneficiaries must also be registered under the Pregnancy and Infant Cohort Monitoring and Evaluation (PICME) system and have a Reproductive and Child Health (RCH) ID.
The gold ring will be provided when the beneficiary is discharged from the hospital.
What will the government provide?
Each eligible newborn will receive a one-gram, 22-carat gold ring under the scheme.
The rings will carry unique serial numbers and will be distributed in tamper-proof packaging, according to the government.
The state has allocated an annual outlay of ₹755.83 crore for the scheme. In the first phase, 1.28 lakh gold rings have been made ready.
Where will the scheme be implemented?
The scheme will be implemented across Tamil Nadu, except in areas falling under the Maduranthakam and Dharapuram Assembly constituencies, where bypolls are scheduled to be held on October 6.
A specialised monitoring committee headed by the respective district Collector has been constituted in every district to oversee implementation, inventory tracking and transparency in distribution.
Why has Tamil Nadu launched the scheme?
The scheme is named after the Tamil tradition of a maternal uncle giving gifts to a newborn. Government sources said the initiative is aimed at increasing public trust in government healthcare services and promoting safe deliveries in hospitals.
According to the government, around 7.80 lakh children are born in Tamil Nadu every year. Of these, around 4.20 lakh deliveries, or 53%, take place in government hospitals.
The government also cited National Family Health Survey-6 data, according to which 99.9% of births in Tamil Nadu take place in healthcare institutions. Around 90% of government institutional deliveries take place at Comprehensive Emergency Obstetric and Neonatal Care (CEmONC) centres.
When was the scheme announced?
The scheme was originally scheduled to be launched on September 15, the birth anniversary of former Chief Minister C N Annadurai. The launch was postponed due to Vijay’s overseas trip to London.
A Government Order on implementation of the scheme was notified on June 23, 2026.
Work orders have been issued to Joyalukkas and Kalyan Jewellers for supplying the one-gram gold rings.
Later on Monday (September 28), Vijay is scheduled to inaugurate the renovated Gandhi Memorial Museum in Madurai and inspect its facilities.
