The revised document framework, published in an updated official UIDAI document list, comes alongside amendments to the Aadhaar enrolment and update regulations.
The changes aim to simplify enrolment, especially for children, legal guardians, transgender persons, OCI cardholders and foreign residents.

Wider list of accepted Aadhaar documents
Under the revised framework, UIDAI has expanded the range of acceptable Proof of Identity (PoI), Proof of Address (PoA), Proof of Relationship (PoR), and Proof of Date of Birth (DoB) documents.
The updated list includes both physical and electronic versions of several documents, such as e-PAN, e-Voter ID and e-Ration Cards.
Among the commonly accepted documents are:
- Passport
- PAN card
- Voter ID
- Driving licence
- Ration card
- Bank passbook
- Electricity, water and telecom bills
- Pension documents
- School certificates
- Government-issued photo IDs
The updated framework also formally recognises transgender identity certificates issued under the Transgender Persons (Protection of Rights) Act, 2019.New provisions for children and guardians
One of the major changes relates to Aadhaar enrolment for children.
UIDAI has introduced clearer documentation norms for children below five years of age and minors between five and 18 years. The revised rules also recognise legal guardianship documents issued under laws such as:
- Guardians and Wards Act, 1890
- National Trust Act, 1999
- Rights of Persons with Disabilities Act, 2016
The document list additionally includes certification formats for children living in Child Care Institutions, including certificates issued by District Child Protection Officers (DCPOs).
Clarification for OCI cardholders and foreign nationalsThe updated rules also provide clearer documentation pathways for:
- Overseas Citizen of India (OCI) cardholders
- Long-Term Visa (LTV) holders
- Nepal and Bhutan nationals
- Other foreign residents
Documents such as valid foreign passports, OCI cards, visa documents, FRRO/FRO registration certificates and residential permits are now explicitly listed in the UIDAI framework.
Structured approval system
The UIDAI document list now follows a more structured format, specifying which documents are valid for:
- Aadhaar enrolment,
- address updates,
- identity verification,
- relationship proof,
- and date-of-birth verification.
The list also marks documents individually as accepted or not accepted for each category, reducing ambiguity during enrolment and update requests.
The changes are expected to reduce document-related rejections during Aadhaar enrolment and updates, especially in cases involving minors, tenants, guardianship arrangements and foreign residents.
UIDAI has not announced any change to Aadhaar’s core identification process, biometric requirements or authentication system as part of the revised document framework.
