Sixth Defence Production PIL - These stocks find a mention in the list


Bharat Electronics (BEL) and Hindustan Aeronautics (HAL) among other defence stocks are in the spotlight on Tuesday, August 18, after the Department of Defence Production (DDP), Ministry of Defence, notified the sixth Positive Indigenisation List (PIL) comprising 405 strategically important defence items, with an estimated business potential of ₹3,070 crore.

The list comprises 389 items for Defence Public Sector Undertakings (DPSUs) and 16 items for the Indian Coast Guard (ICG). It includes Line Replaceable Units (LRUs), sub-systems, sub-assemblies, spares, components and raw materials.

The items cover a broad range of defence platforms and systems, including air platforms such as the Advanced Light Helicopter (ALH), Light Utility Helicopter (LUH), Su-30MKI, Light Combat Aircraft (LCA) and AL-31FP engine.

Armoured platforms including the T-72, T-90 and BMP-II, as well as warships. Missile systems covered include Konkurs-M, Invar and Medium Range Surface-to-Air Missile (MRSAM), are also covered in the list.

The list also includes defence electronics such as radars, sonars, fire-control systems and satellite communication systems, along with High Explosive Anti-Tank (HEAT) ammunition and other critical defence equipment.

Each item has an indicative timeline for indigenisation. Following successful indigenous development, these items will be procured from the Indian industry.

The DPSUs and ICG will undertake indigenisation through various routes, including the ‘Make’ procedure and in-house development, with participation from the industry, particularly micro, small and medium enterprises (MSMEs).

The sixth PIL is part of the government’s efforts under the Aatmanirbhar Bharat initiative to promote self-reliance in defence manufacturing, expand opportunities for Indian industry, strengthen the domestic defence manufacturing ecosystem, and reduce dependence on imports.

BEL, HAL among key beneficiaries

BEL accounts for 227 items on the sixth PIL, while HAL accounts for 86 items, taking their combined share to 313 items, or around 77% of the 405-item list.Other companies with items on the list include Bharat Dynamics (BDL) with 13 items, while Garden Reach Shipbuilders & Engineers (GRSE), BEML and Mishra Dhatu Nigam (MIDHANI) have seven items each.

The DDP launched the SRIJAN Defence Portal in August 2020 as a platform through which DPSUs and Service Headquarters offer defence items to industry, including MSMEs and start-ups, for indigenous development and production.

Since its launch, the portal has facilitated the offer of more than 33,000 defence items for indigenisation by DPSUs and Service Headquarters up to June 2026. This includes the 5,012 items notified under the first five Positive Indigenisation Lists.

More than 15,700 defence items have been successfully indigenised over the last five years, resulting in an estimated import substitution value of around ₹9,000 crore.

In addition, DPSUs placed procurement orders, including in-house production, worth approximately ₹10,000 crore on domestic vendors up to March 2026, according to the Ministry of Defence.
