The company will implement OSWAS 3.0, which will bring workflow automation, system integration, analytics, security and artificial intelligence (AI) capabilities onto a common digital platform.
The system is designed to support digital file processing, electronic approvals, real-time tracking and access to government records. According to TCS, the existing OSWAS platform is used by more than 4,600 government offices and nearly 50,000 users across Odisha.
From paper files to a state-wide digital system
Odisha’s move towards paperless administration began in 2009, when TCS introduced OSWAS 1.0 to digitise file processing and official correspondence within the state secretariat.
OSWAS 2.0, introduced in 2018, brought a technology upgrade and expanded the platform to directorates, districts and corporations.
The latest version will use a microservices-based architecture and add AI-enabled functions, a mobile-first design and support for the Odia language. It will also integrate with other government systems.
Vishal Kumar Dev, Additional Chief Secretary to the Government of Odisha’s Electronics and Information Technology Department and chairman of the Odisha Computer Application Centre, said OSWAS has “evolved into the digital backbone” of the state government, enabling “seamless, transparent, and paperless governance”.
He said OSWAS 3.0 would use artificial intelligence, security, interoperability and web accessibility to reduce routine administrative work and support decision-making.Also read: What Is a Tokenised Bond? How India’s first blockchain bond will actually work and why it matters
What OSWAS 3.0 will add
The upgraded platform will give government departments a common digital workplace, allowing officials to process files and approvals digitally and track workflows in real time.
Sushil Jain, head of Public Services India at TCS, said, “OSWAS 3.0 will build on this strong digital foundation with a more secure, scalable and mobile-first platform.”
TCS said its work with the Odisha government also includes the Odisha Birth and Death Registration System, the Integrated Financial Management System, digital solutions supporting Mission Shakti’s Women Self Help Group Interest-Subvention processes, and the Odisha Judicial Workflow Automation System for the High Court of Orissa.
The company said OSWAS 3.0 would form part of its broader work with state governments on digital administration, alongside platforms and initiatives in Rajasthan, Tamil Nadu and Gujarat.
Shares of TCS were trading at ₹2,271.50, up 0.066% from the previous close on Tuesday.
